The cover of the structure reportThis volume of our work on the UK rail industry is the ideal introduction to the structure of the industry, and how it has evolved over the years.  The report was last updated in the autumn of 2010.

Readers will gain a portrait of the structure of the industry and its regulators, and how it has evolved since the process of reorganisation and reform began in the early 1990s - a vital aid to understanding the current government's planned reforms and why they are considered necessary.

Drawing together information from the ORR, DfT, Passenger Focus and the train operators themselves, we provide a unqiue statistical analysis of the current pattern of industry ownership, including market share calculations.

The report provides a detailed analysis of public expenditure on operating subsidy for the passenger railway- and looks at how and why we have reached the current position.

Lastly, the report considers the role that local government and the Passenger Transport Executives have played and continue to play in the development and provision of services - including some analysis of the funding they contribute.
